The Clinton Presidential Center has Clinton Presidential Center - Search Results for "Clinton speeches" with extensive records of more than 2600 speeches during 1993 through 2000. Clinton Presidential Center Presidential Speeches lists these by date and site locale dating back from 20 January 2001. Highlighted Presidential Remarks from the current NARA site for ex-President Clinton has lists of approximately 10 to 15 "Highlighted Presidential Remarks" per year from 1993 to 2000; but the links are no longer operative because all derive from the old Clinton White House site. Still, the catalogue is useful for eventual cataloging elsewhere on the web. RDR, 8/2/04.
Public Papers of the Presidents - Clinton remarks and speeches is comprehensive for material from January 1993 through May 1994, and is acquired via search at The American Presidency Project. Major speeches are at Presidential Audio-Video Archive - William J. Clinton.

C-SPAN has all eight in both text and video form, at http://www.c-span.org/executive/stateoftheunion.asp.
The americanpresidency.org Audio-Video Archive - William J. Clinton has 19 excerpts.
The History Place lists just two Clinton presidential speeches, both from 1998:
