The Neustadt Book Award is for the best authored and reference book(s) on the
presidency. The Bylaws say "The criteria for the Best Authored Book Award shall
include: a) the book so honored must have theoretical significance, and b) the
award committee shall consider the broadest number of perspectives as possible
in considering nominees. The book must also have a copyright date coinciding
with year of the award. This date shall precede the year in which the award is
presented. The committee shall give the Best Reference Book Award at its
discretion. The Reference Book Award shall be named in accordance with the
decision of the Steering Committee or its designees."
The Neustadt Award winner for 2006 must have a 2005
copyright date.

Minutes of Business Meeting

I. President Bruce Miroff called the meeting to order at 12:07 p.m.
II. Announcements: Miroff urged members
in attendance to extend help to any colleagues impacted by Hurricane Katrina.
Miroff introduced Terri Bimes, 2005 program
chair, who reported that the PRG sponsored or co-sponsored a total of 24
panels at the 2005 annual meeting. Miroff then introduced Ken Mayer, who will
serve as the 2006 program chair. Proposals should be sent to:

III. Presentation of Awards:
Victoria Farrar-Myers announced the PRG
nominees for the Paul Peck Presidential Awards for Service to the Presidency
(Bradley Patterson) and Portrayal of the Presidency (Fred Greenstein). This
year’s Peck selection panel was chaired by David Gergen, and the winners are:
Howard Baker, Service to the Presidency, and Hugh Sidey, Portrayal of the
Presidency. The formal presentation is scheduled for Saturday, October 29,
2005.
Bert Rockman announced the winner of the
Neustadt Book Award, which had a total of 27 nominations this year. The award
was presented to Kevin McMahon for Reconsidering Roosevelt on Race: How the Presidency Paved the Road to Brown
(University of Chicago Press).
Janet Martin announced the winner of the Founders Award (named for George C. Edwards III) for the Best Paper Presented
at APSA in 2004: Lawrence R. Jacobs and James N. Druckman for “Lumpers and
Splitters: The Public Opinion Information That Politicians Collect and Use.”
Paul Quirk, who chaired the selection committee
for the Best Graduate Student Paper for 2004, announced that no winner was to
be presented this year due to insufficient nominations. He suggested that
more discussion is necessary to determine how to generate more nominations.
Nancy Kassop recommended that anyone aware of a quality graduate student paper
from this year’s APSA should send in submissions directly to her by September
30 at kassopn@newpaltz.edu, and she will forward nominations to the committee
chair as soon as the committee is formed. Victoria Farrar-Myers suggested
that the chair of the committee should contact the chairs and discussants from
APSA and regional meeting panels to encourage submissions. Terry Sullivan
pointed out that part of the problem stems from graduate students having a
harder time getting their papers accepted to APSA and that more follow up with
regional meetings is necessary to increase submissions.
David Lewis announced the winner of the Best
Undergraduate Paper Award: Rebecca Stark, Carleton College, for “The
Influence of Foreign Affairs in Presidential Elections, 1992-2004.” Her
advisor, Steven Schier, accepted the award on her behalf.
IV. Reports
Lori Cox Han, Secretary/Treasurer,
reported that PRG ended the APSA fiscal year (June 30, 2005) with a closing
balance of $7040.73. Expenses for the 2005 APSA convention totaled
approximately $1200, which would leave a balance of approximately $5800.
Also, the PRG had a total of 427 members as of 8/4/05.
Dan Ponder, PRG Newsletter
Editor, reported that there should be two issues forthcoming this year. He
requested that members contact him with any ideas about articles,
announcements, and reported a new feature that would allow members to submit a
paragraph about any new books they have published.
Martha Joynt Kumar reported on
the PRG mentoring program, which she has overseen with the assistance of
George Edwards, and stated that the program has been successful in providing
advice to junior scholars on issues such as tenure and publications. She also
reported on the following issues: The APSA/PRG fellowship program has had few
proposals but members are encouraged to take advantage of the research support
available to those conducting research in the Washington, D.C. area. The
White House Historical Association is interested in receiving grant proposals
from presidency scholars within political science. The PRG, in conjunction
with APSA President Margaret Levi, sent a letter to Allen Weinstein, Archivist
of the United States, in response to a request for input on the strategic plan
for the NARA. The letter encouraged Weinstein to continue to consider the
impact of Executive Order 13233 on research at presidential libraries.
V. Nomination and Election of PRG

(George Edwards moved to accept the slate of
officers, with a second by Shirley Anne Warshaw, and the motion was approved).
Bruce Miroff then presented a proposal, which
had been approved by the Board, to clarify the election procedure for PRG
officers. It states:
Elected officers of the Presidency Research
Group shall serve for three years: one year as secretary/treasurer, one year
as vice president/president-elect, and one year as president. No later than
two months before the annual business meeting at APSA, the president of PRG
shall solicit nominations (and self-nominations) from members of the Steering
Committee and the Executive Committee for the position of
secretary/treasurer. All nominations should include a brief statement in
support of the nominee and must be submitted no later than two weeks before
the business meeting. The president, vice president, and secretary/treasurer
shall deliberate on the pool of nominees and seek agreement among themselves
on the individual they will recommend at the Steering Committee Meeting at
APSA. The Steering Committee will be informed of the pool of nominees once it
is complete. At the Steering Committee Meeting, if at least one third of the
members present request it, the nominee will be selected instead by a majority
runoff secret ballot.
(Terry Sullivan moved to change the PRG bylaws
to reflect this new policy, with a second from Victoria Farrar-Myers, and the
motion was approved. Terry Sullivan then moved to resolve to revisit the
by-law change within three years, with a second by Jeff Cohen, and the motion
was approved).
VI. New President of PRG
Bruce Miroff introduced Nancy Kassop as the new
President of the PRG. Kassop then presented a plaque to Miroff and thanked
him for his service as president during the past year. Kassop also reported
that she has three initiatives that she intends to pursue this coming year:
1) Handle any remaining issues involving the PRG Listserve.
2) Increase the use of the PRG Listserve to better communicate with members. Requests for subscriptions should be sent
to:
prgnet@unc.edu. The address for the Listserve is:
prgnews@unc.edu. New Listserve procedures are in operation. To reply to a
message and, thus, to participate in a discussion, you must now send a new
message to: prgnews@unc.edu. If you
reply to a message by hitting “reply,” your message will be sent only to the
original sender of the message and not to the full Listserve. The PRG web page can be accessed through
www.apsanet.org. Click on “Membership,” then “Organized Sections,” then
“Section 9: Presidency Research.”
3) Create an electronic depository for “orphan” White House/Executive Branch interviews.
